
Richard Barcaskey
Rich Barcaskey is the Executive Director of the Constructors Association of Western Pennsylvania (CAWP), the local heavy and highway construction chapter of the Associated General Contractors of America (AGC).
CAWP is a trade association representing over 200 heavy and highway construction and construction-related companies operating in the thirty-three counties of western Pennsylvania. CAWP contractors are engaged in the construction of the region’s highways, bridges, tunnels, runways, locks and dams, site preparation, and utility installation.
In addition to assisting in the negotiation of collective bargaining agreements covering the 33 counties of western Pennsylvania, Rich serves as a trustee on the joint apprenticeship and training program committees for the Carpenters, Cement Masons, Laborers, Operating Engineers, and Teamsters unions.
He serves on the Board of Directors for Partner4Work, a workforce development organization in Pittsburgh, and serves on the Pennsylvania Transportation Advisory Committee and the Pennsylvania Prevailing Wage Appeals Board. Rich was also a member of former Pennsylvania Governor Tom Corbett’s Transportation Funding Advisory Committee in 2011, and Governor Tom Wolf’s Transportation Transition Team in 2014.
Rich earned his Bachelor of Arts degree and Master of Business Administration from Duquesne University. He resides in Pine Township, Allegheny County, with his wife and three children.
